Recruitment Notice 2025: Executive Director Vacancy in Indian Ports Association

The Indian Ports Association (IPA), operating under the aegis of the Ministry of Ports, Shipping and Waterways, Government of India, is seeking applications from qualified and seasoned professionals for the position of Executive Director.(General) on deputation basis. Founded in 1966, the Indian Ports Association (IPA) is the apex organization of India’s major ports and plays a crucial role in enhancing port performance through policy advice, infrastructure development, and strategic coordination among stakeholders. This vacancy targets senior officers with extensive knowledge and experience in administrative, managerial, and operational domains, particularly those with a strong background in shipping and ports. The position offers a significant opportunity to contribute to national maritime development by assisting the Managing Director in strategic planning, implementation, and high-level administration within IPA.

There is no application fee required for applying to the post of Executive Director (General) in the Indian Ports Association.

Vacancy Details:

Eligibility Criteria:

For Officers of Major Port Authorities:

a) Experience and Position:

Candidates must belong to one of the following eligible categories:

  • Officers currently serving in equivalent positions to Deputy Chairperson in any Major Port Authority, OR
  • Officers at the level of Head of Department (HOD) in disciplines such as General Administration, Finance, Civil, Mechanical, Traffic, or Marine working in the pay scale of ₹1,20,000 – ₹2,80,000,
    OR
  • Officers serving at the Head of Department (HOD) level in the relevant fields, drawing a pay scale of ₹1,00,000 – ₹2,60,000, and having completed a minimum of three years of continuous service in that grade.

b) Age Limit:
The candidate should not have attained the age of 57 years as on 16th April 2025.

For officials belonging to All India Services or Central Civil Services (Group ‘A’):

a) Experience and Service:

  • Should be currently serving officers in All India Services or Central Civil Services Group ‘A’.
  • Must have at least nine years of cumulative service,
  • Out of which at least one year must have been served in the Ports and Shipping sector.

b) Age Limit:
The upper age limit is 57 years as on 16th April 2025.

Salary and Benefits:

1. Pay Scale:

  • The post carries a pay scale of ₹1,60,000 – ₹2,90,000 per month under the Industrial Dearness Allowance (IDA) Pattern.

2. Other Benefits:

  • Medical facilities as per IPA’s medical policy.
  • Housing allowance or leased accommodation in accordance with IPA regulations.
  • Telephone and mobile bill reimbursement as per IPA norms.
  • Official vehicle as per entitlement.
  • Additional perks and allowances may be offered based on decisions by IPA’s Governing Body.

3. Terms of Deputation:

  • The initial tenure will be three years, which is extendable by two additional years based on mutual agreement and organizational requirements.
  • Terms and conditions of deputation will be decided in consultation with the concerned Cadre Controlling Authority and in accordance with Ministry guidelines.

Selection Process:

  • The Indian Ports Association will conduct a screening and shortlisting of eligible candidates based on the application and supporting documents.
  • Shortlisted candidates will be called for a personal interview and interaction, likely to be scheduled in June 2025.
  • The final selection will be made based on merit, experience, domain expertise, and leadership competencies demonstrated during the interview.

  • Incomplete or incorrectly formatted applications will be rejected.

2. How to Submit:

  • The application should be forwarded through proper channel with necessary endorsements and documents.
  • However, to avoid delay, candidates may send an advance copy of the completed application through Speed Post
  • Final consideration will be given only to those applications that are forwarded through proper channel along with all required documents.

3. Documents to be Enclosed:

  • Duly filled Application Form (Annexure I)
  • Self-attested copies of educational qualifications
  • Self-attested experience certificates
  • Complete service records and Annual Performance Appraisal Reports (APARs) for the last five years, certified by an officer not below the rank of Dy. HOD or Under Secretary
  • Vigilance Clearance Certificate (in prescribed format)
  • Statement of major/minor penalties imposed, if any, in the last ten years
  • No Objection Certificate (NOC)/Cadre Clearance from current employer
  • Two recent passport-sized photographs
