Eligibility Criteria:
To be eligible for the position of Chief Consulting Engineer, candidates must fulfill the following criteria:
1. Rank/Designation at the Time of Retirement:
- The candidate should have retired as a Chief Engineer (Civil) or in an equivalent or higher post in civil engineering within the government or PSUs.
2. Age Limit:
- The maximum age of the candidate should be 64 years as of the date of application submission.
3. Experience:
- Candidates should have at least 20 years of experience in civil engineering, with a focus on construction, project management, and quality assurance in a similar capacity.
4. Educational Qualification:
- The candidate must hold a B.E./B.Tech or an equivalent degree in Civil Engineering from a recognized institution or university.
Duties and Responsibilities:
As a Chief Consulting Engineer, the selected candidate will be responsible for the following:
- Project Planning and Conceptualization:
- Lead the planning and conceptualization of projects for Eklavya Model Residential Schools (EMRS) and Centers of Excellence for Sports.
- Quality Assurance:
- Establish quality standards for construction and ensure compliance with design specifications and quality requirements.
- Updating Construction Guidelines:
- Regularly update guidelines related to construction and quality assurance.
- Team Leadership:
- Lead the project team, set clear goals, delegate tasks, and oversee daily operations.
- Stakeholder Coordination:
- Serve as the primary point of contact between NESTS, PSU partners, CPWD, state governments, and other stakeholders.
- Technical Advisory:
- Provide expert technical advice regarding project management, construction challenges, and solutions.
- Inspection and Monitoring:
- Conduct field inspections to assess the progress of construction projects and ensure adherence to quality standards.
- Project Reporting:
- Maintain detailed records of project progress, including daily logs, inspection reports, and any changes to project specifications.
- Project Handover:
- Ensure the smooth handover of completed projects to relevant authorities.
Selection Procedure:
The selection process for the position of Chief Consulting Engineer will involve the following steps:
- Shortlisting:
- Applications will be shortlisted based on the qualifications and experience of the candidates.
- Interview:
- Shortlisted candidates will be invited for an interview where their suitability for the role will be assessed.

Terms and Conditions of Engagement:
1. Period of Engagement:
- The selected candidate will be engaged for an initial period of three years, with the possibility of renewal on a year-to-year basis, depending on the performance and requirements of NESTS.
2. Place of Posting:
- The primary posting will be at NESTS Headquarters in New Delhi, with occasional field visits to various project sites across India.
3. Remuneration:
- The monthly remuneration will be calculated by deducting the basic pension from the last pay drawn by the candidate at the time of retirement. For those who retired under the National Pension System (NPS), 30% of the last basic pay will be deducted to arrive at the remuneration amount.
- No Dearness Allowance (DA), House Rent Allowance (HRA), or residential accommodation will be provided.
- The remuneration will remain fixed for the entire contract period without any annual increments.
4. Leave Entitlement:
- The candidate will be entitled to 1.5 days of paid leave per completed month of service. Leave cannot be accumulated or encashed beyond the contract period.
5. Transport Allowance:
- A fixed Transport Allowance will be provided, not exceeding the amount applicable to the candidate at the time of retirement.
6. Working Hours:
- The working hours will be from 9:30 AM to 6:00 PM, with a half-hour lunch break. The consultant is expected to be available full-time and will not be permitted to take up any other assignments during the contractual engagement. There may be occasions when the consultant is required to work on weekends or holidays.
7. Tax Deduction at Source (TDS):
- Tax will be deducted at source in accordance with the applicable regulations, and a TDS certificate will be provided at the conclusion of the financial year.
8. Confidentiality of Data:
- The selected candidate will be required to maintain strict confidentiality of all data, documents, and intellectual property associated with the projects. No data or project-related information shall be disclosed without prior written consent from NESTS.
9. Termination of Engagement:
- The engagement can be terminated by either party with a seven-day notice. Immediate termination may occur in cases of misconduct, insubordination, or failure to perform.
