The Ministry of Communications, Government of India, has issued a vacancy circular to fill Group ‘C’ positions in the Office of the Additional Director General (Telecom), Uttar Pradesh East (UPE) Licensed Service Area (LSA). These vacancies are to be filled on a deputation basis from the employees working in various government departments, public sector undertakings (PSUs), universities, recognized research institutions, and statutory bodies. The posts available are for Lower Division Clerk (LDC) and Telecom Assistant (TA).

Vacancy Details
The following positions are available in the Office of Additional DG (Telecom), UPE LSA:
- Lower Division Clerk (LDC) – 547 Vacancies
- Pay Scale: The position is classified under Level 2 of the pay matrix, with a salary range of Rs. 19,900 to Rs. 63,200, as per the vittles of the 7th Central Pay Commission( CPC)
- Telecom Assistant (TA) – 331 Vacancy
- Pay Scale: The advertised Group ‘C’ posts fall under Level 5 of the pay matrix, offering a salary range of Rs. 92,300, in accordance with the 7th Central Pay Commission (CPC) guidelines.
These posts are based in Lucknow, Uttar Pradesh, and candidates applying for these positions must be willing to work at the specified location.
Eligibility Criteria
1. Lower Division Clerk (LDC)
- Age Limit: Must not exceed 56 years as of the application deadline.
- Essential Qualifications:
- Currently in an equivalent post on regular basis OR has completed 3 years of regular service in a Level-1 post (Pay Matrix: ₹18,000–₹56,900).
- The seeker must have passed the 12th grade from a honored board.
- Typing speed: 35 wpm in English or 30 wpm in Hindi on a computer is desirable.
- Note: Deputation tenure, including time in any other ex-cadre role, should not exceed 3 years.
2. Telecom Assistant (TA)
- Age Limit: Should be 56 years or younger on the last date of application submission.
- Essential Qualifications:
- Either holding a similar post regularly OR
- Completed 5 years of regular service in Level- 4( ₹ 25,500 – ₹ 81,100) OR
- Completion of 10 years in a Level-3 post (₹21,700–₹69,100) or an equivalent position in the parent department.
- Should hold a 3-year Diploma in Engineering in fields like Telecommunications, Electronics, Electrical, IT, Cyber Security, IoT, etc. OR
- A B.Sc. degree in Electronics, Computer Science, or IT from a honored institution.
- Desirable:
- B.E./B.Tech in related disciplines.
- A Master’s Degree in Electronics, Computer Science, or Information Technology from a recognized university or institution.
- Note: Qualification requirements may be relaxed by the Competent Authority for exceptionally qualified candidates.
Pay Scale
- Lower Division Clerk (LDC):
- The post of Lower Division Clerk is placed at Level 2 of the pay matrix as per the 7th Central Pay Commission (CPC), corresponding to a pay scale of ₹19,900 – ₹63,200.
- Telecom Assistant (TA):
- The post of Telecom Assistant falls under Level 5 of the pay matrix as per the 7th CPC, with a pay scale of ₹29,200 – ₹92,300.
Both posts offer attractive pay scales, along with additional allowances and benefits as per the rules of the Department of Telecommunications.
Selection Process
Selection for the posts shall be governed by the norms and procedures laid down by the Competent Authority. The selection procedure will include an evaluation of the candidates’ eligibility, experience, and performance. The final decision rests with the Additional Director General (Telecom), UPE LSA, who has the discretion to accept or reject applications, either fully or partially, without assigning any reasons.
