The Central Institute of Fisheries Nautical and Engineering Training (CIFNET), under the Ministry of Fisheries, Animal Husbandry and Dairying, Government of India, has released an official notification for the recruitment of one post of Chief Instructor (Seamanship & Navigation). This is a Group “A” Gazetted, Non-Ministerial position in Level 11 of the Pay Matrix, to be filled on a deputation (including short term contract) basis. The posting will be at the CIFNET Unit in Chennai.

The appointee will manage all Seamanship/Navigation training aspects – from classroom teaching and practicals to curriculum design and vessel operations supervision.

Eligibility Criteria
A. Deputation Eligibility
Applicants must be officers working under:
- Central Government
- State Governments
- Union Territories
- Public Sector Undertakings
- Universities
- Recognized Research Institutes
- Autonomous Bodies or Statutory Organizations
They must meet either of the following service conditions:
- Holding analogous posts on a regular basis, OR
- With five years of regular service in posts in the Pay Band-3 (Rs. 15600–39100) plus Grade Pay of Rs. 5400 or equivalent.
B. Educational Qualifications and Experience
Essential Qualification (any one of the following combinations):
- Bachelor’s Degree from a recognized university or institute
AND- Certificate of Competency as:
- Skipper (Fishing Vessel) ORMate (Foreign Going) ORMaster (Near Coast Vessel)
Issued by: Mercantile Marine Department
Along with: Five years of onboard experience on a fishing vessel.

- Certificate of Competency as:
- A recognized Bachelor’s degree in Fishery Science (Nautical Science) from a reputed university or institute is essential. With: Five years’ experience either on board a fishing vessel or in fisheries development activities
AND
- Two years of hands-on experience in delivering training related to Seamanship or Navigation.
C. Other Conditions
- Age Limit: Age should not exceed 56 years as of the application closing date.
- Period of Deputation: Should not exceed three years including any earlier deputation service in other departments or organizations.
Pay Scale
- Level 11 of Pay Matrix: Rs. 67,700 – Rs. 2,08,700 (as per 7th CPC)
- The pay of the selected official will be governed by Department of Personnel & Training (DoPT) guidelines.
Selection Process
The selection will be done based on deputation (including short-term contract). The final selection will be subject to:
- Eligibility verification,
- Review of experience and qualifications,
- Confidential Reports (ACRs) for the last five years,
- Vigilance clearance,
- Integrity certification, and
- Endorsement from the Cadre Controlling Authority confirming the accuracy of submitted information and absence of penalties.
Departmental candidates in the direct line of promotion are not eligible for deputation.
