The District Mission Management Unit (DMMU), Paschim Medinipur, invites online applications from eligible and bonafide candidates for the engagement of Resource Persons at Block Level (BRP) and District Level (DRP). These positions are offered on a purely contractual basis under the West Bengal State Rural Livelihoods Mission (WBSRLM). The engagement shall operate under a “work-based remuneration” policy, where payment will be made strictly in accordance with the tasks performed.

Application Fees

  • No application fee is required for applying to either of the posts.

Vacancy Details

  • Block Resource Persons (BRP): 17 Posts
  • District Resource Persons (DRP): 08 Posts

Candidates must choose only one post to apply for (either BRP or DRP), as the examinations for both will be conducted on the same day.

Eligibility Criteria

For Block Resource Person (BRP)

a. Experience (any one of the following):

  • Self-Help Group (SHG) Specialist or Federation Representative possessing at least 3 years of hands-on experience under the National Rural Livelihoods Mission (NRLM).
  • Previously trained Resource Person by DMMU Paschim Medinipur (e.g., BLT, CRPs, Trainers)
  • NGO worker with at least 3 years of experience in rural women empowerment
  • Any individual with 3 years of relevant experience in NRLM, rural development, or women’s empowerment

b. Domicile:

  • Must be a resident of Paschim Medinipur district.

c. Age Limit:

  • Should be between 25 to 55 years as on 1st April 2025.

d. Educational Qualification:

  • Minimum: Graduation in any discipline
  • Must possess basic computer knowledge with at least a 6-month certificate course
  • Preference for candidates with a Diploma or higher degree in any field

e. Skills and Other Requirements:

  • Strong understanding of SHG functioning, bookkeeping, audits, financial inclusion, and NRLM activities
  • Good communication and training delivery skills
  • Physically fit, eager to learn and willing to travel outside block/district/state
  • Must not be associated with any Upa Sangha / Sangha / Mahasangha / PRI / ICDS / ASHA or any full-time employment in government or NGO

For District Resource Person (DRP)

a. Experience (any one of the following):

  • SHG Expert/Federation Leader with minimum 5 years of experience in NRLM
  • Previously trained RP / CSP / SC / DLT with 5 years of experience
  • NGO worker with 5 years of experience in rural women empowerment
  • Any individual with 5 years of relevant experience in NRLM, rural development, or women’s empowerment

b. Domicile:

  • Must be a resident of Paschim Medinipur district.

c. Age Limit:

  • Must be between 25 to 55 years as on 1st April 2025.

d. Educational Qualification:

  • Minimum: Graduation in any discipline
  • Must possess computer proficiency with at least a 1-year diploma course
  • Preference for candidates with Graduation or Post-Graduation in Social Science, Social Work, Rural Development, MBA, Animal Science, Fishery, or Agriculture

e. Skills and Other Requirements:

  • Proficiency in Bengali and English (reading, writing, speaking)
  • Understanding of SHG operations, bookkeeping, financial inclusion, and NRLM processes
  • Excellent training and communication skills
  • Physically fit, willing to travel when required
  • Must not hold any official position or full-time employment with PRI, ICDS, ASHA, or any other government/NGO organizations

Salary Structure

Honorarium will be paid only for the days when services are rendered.

Selection Process

The recruitment will follow a three-tier evaluation procedure.

1. Written Examination

All eligible applicants will be invited to take a written test based on the information provided in their online applications.

BRP Written Test (Total: 70 Marks)
  • General Knowledge: 5 marks
  • Basic Mathematics (10th Std): 20 marks
  • Basic English (10th Std): 10 marks
  • Bengali Language (10th Std): 10 marks
  • SHG-related Questions: 20 marks
  • Current Affairs: 5 marks
DRP Written Test (Total: 80 Marks)
  • General Knowledge: 5 marks
  • Basic Mathematics (10th Std): 25 marks
  • Basic English (10th Std): 15 marks
  • Bengali Language (10th Std): 10 marks
  • SHG-related Questions: 20 marks
  • Current Affairs: 5 marks

2. Computer Test

  • BRP: 20 Marks
  • DRP: 30 Marks

3. Personal Interview

  • Both BRP and DRP: 10 Marks.

Duties and Responsibilities

Selected Resource Persons (BRP & DRP) are expected to:

  1. Function as instructors and operational aides in executing a range of NRLM-related programs and initiatives.
  2. Participate in exposure visits, training sessions, and exchange programs.
  3. Support capacity building and mobilization of rural communities.
  4. Monitor and report on SHG operations, livelihood initiatives, and other thematic programs.
  5. Liaise with banks and other government departments.
  6. Attend scheduled review meetings and perform duties on holidays if required.
  7. Prepare and submit reports in both physical and digital formats (including data entry, PPT preparation).
  8. Handle daily administrative responsibilities assigned by BMMU/DMMU.
  9. Undergo annual performance reviews. Unsatisfactory performance may result in termination.

Criteria for Rejection of Application

Applications will be rejected if:

  • Applicant is below 25 or above 55 years of age as of 1st April 2025

Verification of Documents

  • No initial document verification will be conducted before the written test.
  • Verification will only be done for shortlisted candidates after the written test and before the computer test and interview.
  • If any discrepancies are found during document verification, the candidature will be cancelled.

Admit Card Information

  • Admit cards will not be issued physically.
  • Candidates will need to download their admit cards from the official portal prior to the examination.
