The Odisha Public Service Commission has officially announced the Odisha Civil Services Examination 2025 to recruit eligible candidates for prestigious Group-A and Group-B administrative posts under the Government of Odisha. Application Fees
The examination fee structure is defined as per Odisha Government recruitment rules and applies during the online application process.
- General and Other Eligible Categories: ₹700
- Scheduled Caste, Scheduled Tribe, and Persons with Disabilities: No fee
The examination fee paid by candidates (except exempted categories) will be refunded only if the candidate appears in both papers of the Preliminary Examination. Refunds will be processed after the completion of the Preliminary Examination to the original payment method used during application.
Applications submitted without fee payment, where applicable, will be considered incomplete and rejected.

Vacancies are distributed among unreserved, SEBC, SC, ST, women, persons with disabilities, ex-servicemen, and sports persons categories. Reservation benefits apply strictly as per Odisha Government norms, and unfilled reserved vacancies may be carried forward or adjusted based on eligibility conditions.
The Commission reserves the right to increase or decrease the number of vacancies depending on administrative requirements.
Eligibility Criteria
Candidates must fulfill all eligibility conditions on or before the closing date of application submission.
Citizenship
Applicants must be citizens of India.
Educational Qualification
Candidates must possess a Bachelor’s Degree from:
- A university established by an Act of the Central or State Legislature, or
- An institution recognized by the University Grants Commission, or
- A foreign university approved by the Government of India
Final-year students whose results are declared before document verification are eligible to apply.
Odia Language Requirement
Candidates must be able to read, write, and speak Odia and must have:
- Passed Middle School with Odia as a language subject, or
- Passed High School with Odia as the medium of instruction, or
- Passed Odia language examination at middle school standard conducted by the Government of Odisha
Failure to meet this requirement will lead to disqualification.
Other Conditions
- Candidates with more than one living spouse are not eligible unless exempted by the Government
- Government employees must produce a No Objection Certificate
- Candidates debarred by any Public Service Commission are not eligible during the debarment period
- Good moral character and medical fitness are mandatory
Age Limit
Age eligibility is calculated as on 1 January 2025.
- Minimum Age: 21 years
- Maximum Age: 42 years
Age Relaxation
- SC, ST, SEBC, Women, and Ex-Servicemen: 5 years
- Persons with Disabilities (40% or more): 10 years
- PwD candidates belonging to SC/ST/SEBC categories are eligible for cumulative relaxation
The date of birth mentioned in the High School Certificate will be treated as final.
Salary Scale
Selected candidates will be appointed under Odisha Government pay rules with attractive pay scales and allowances.
Group-A Service
- Pay Scale: ₹56,100
- Pay Level: Level-12 Cell-1
Group-B Services
- Pay Scale: ₹44,900
- Pay Level: Level-10 Cell-1
In addition to basic pay, candidates will receive dearness allowance, house rent allowance, travel allowance, and other benefits as per state government rules. Selected officers will be covered under the Contributory Pension Scheme.
Selection Process
The Odisha Civil Services Examination follows a three-stage competitive selection process.
1. Preliminary Examination
- Objective-type examination
- Two compulsory papers of 200 marks each
- Negative marking of one-third marks for incorrect answers
- Qualifying in nature
- Marks are not counted for final merit
Candidates must appear in both papers to qualify.
2. Main Examination
- Written examination with descriptive answer papers
- Consists of qualifying language papers and merit-ranking papers
- Marks obtained in compulsory and optional subjects contribute to final merit
- Candidates must secure minimum qualifying marks in Odia and English papers
3. Interview / Personality Test
- Conducted for candidates shortlisted from the Main Examination
- Carries 250 marks
- No minimum qualifying marks
- Assesses leadership, decision-making ability, integrity, and personality traits
Final selection is based on combined marks of the Main Examination and Interview.
