Hindustan Copper Limited 2025 – Notification for Engagement of Retired Officers as Inquiry Officers

Hindustan Copper Limited (HCL), a Miniratna Category-I Government of India Enterprise under the Ministry of Mines, is inviting applications from retired officers for empanelment as Inquiry Officers (IOs) to conduct departmental inquiries. This initiative aims to leverage the expertise of experienced professionals in ensuring transparent and efficient disciplinary proceedings within the organization.​

Vacancy Details

The purpose of this empanelment is to select candidates for the role of Inquiry Officer. The number of vacancies is 100 + , as the empanelment will create a pool of eligible retired officers to be appointed as and when required.

Eligibility Criteria

1. Grade at the Time of Superannuation:

• Retired PSU Executives: E-8 grade or above (₹1,20,000–₹2,80,000 as per DPE 2017 pay scales or equivalent pre-revised scale).
• Retired Government Servants: Level-14 (7th CPC) or above.​

2. Age Limit:

• Minimum: 58 years
• Maximum: 67 years

3. Experience:

• Preference will be given to officers with experience in vigilance, disciplinary, and administrative matters, and those who have conducted departmental inquiries of senior executives.
• The candidate should have a strong understanding of disciplinary processes, procedures, and the conduct regulations applicable to the Central Government and Public Sector Undertakings (PSUs).

4. Other Requirements:

• Should be in sound physical and mental health.
• Should not have been punished departmentally while in service or involved in any criminal trial.
• The individual must not be involved in any ongoing criminal proceedings or facing charges in court.
• Should not be engaged in any professional work that may interfere with the duties as an IO.

Honorarium and Allowances

1. Honorarium:

The honorarium will be based on the number of witnesses deposed during the inquiry:​

• For E8 & E9 / Level-14 & 15:
  • More than 10 witnesses: ₹70,000
  • 6 to 10 witnesses: ₹60,000
  • Less than 6 witnesses: ₹50,000​
• For FDs & CMD / Level-16 & above:
  • More than 10 witnesses: ₹90,000
  • 6 to 10 witnesses: ₹80,000
  • Less than 6 witnesses: ₹70,000​

2. Transportation Allowance:

• ₹40,000 per case (excluding rail/air fare).
• Actual expenses for air (economy class) or AC 1st class rail fare will be reimbursed for outstation journeys.
• Daily allowance for outstation journeys will be as per the entitlement at the time of retirement.​

3. Secretarial Assistance:

• If HCL does not provide secretarial assistance, a lump-sum amount will be paid:
  • More than 10 witnesses: ₹40,000
  • 6 to 10 witnesses: ₹30,000
  • Less than 6 witnesses: ₹20,000

Selection Process

1. Application Submission:
   • Retired officers must submit their applications in the prescribed format along with relevant supporting documents.​
2. Screening:
   • Applications will be screened based on eligibility criteria, experience, and suitability.​
3. Empanelment Committee:
   • An Empanelment Committee will review the applications and may conduct personal interactions through virtual mode if necessary.​
4. Approval:
   • The committee’s recommendations will be submitted to the Director (HR) and require final approval from the Chairman & Managing Director.​
5. Offer of Empanelment:
   • Selected candidates will receive a formal “Offer of Empanelment.

   • Fill out the application form thoroughly, ensuring all personal and professional details are correct and up to date.
3. Attach Supporting Documents:
   • Include copies of relevant documents such as proof of age, qualifications, experience certificates, and any other required certificates.​
4. Submission:
   • Send the completed application form along with supporting documents via post to the General Manager (M&C)-HR, Corporate Office.​
