Gati Shakti Vishwavidyalaya (GSV), established by an Act of Parliament in the year 2022, stands as India’s first and only central university devoted exclusively to the transportation and logistics sectors. Operating under the Ministry of Railways, Government of India, this premier institution was conceived under the visionary leadership of Hon’ble Prime Minister Shri Narendra Modi. Application Fee
The application fee for this position is as follows:
- ₹1000/- plus GST for candidates belonging to the Unreserved (UR), Other Backward Classes (OBC), and Economically Weaker Sections (EWS) categories.
- No application fee is applicable for candidates belonging to Scheduled Castes (SC), Scheduled Tribes (ST), Persons with Benchmark Disabilities (PwBD), Women, and Transgender categories.
The fee is non-refundable under any circumstances and must be paid online using internet banking, credit card, or debit card via the integrated payment gateway available on the application portal.

Eligibility Criteria
Educational Qualification (Essential)
The candidate must possess the following minimum qualifications:
- You need to have a Master’s degree with at least 55% marks (or an equivalent grade if your university uses a grading system).In terms of experience, you should have one of the following:
- A minimum of 15 years of teaching experience in the role of Assistant Professor or above, specifically at Academic Level 11 or higher.
OR- A minimum of 8 years of experience at Academic Level 12 or above, which includes time served as an Associate Professor, along with substantial involvement in academic or educational administration.
OR - Similar experience in research organizations or colleges and universities can also be considered.
OR - You should have a total of 15 years of administrative experience, including at least 8 years spent working as a Deputy Registrar or in a similar role at Pay Level 12 or higher.
Desirable Qualifications
Candidates with the following qualifications or experience may be given priority:
- A degree in Management (MBA/PGDM) or a professional degree in Law (LLB).
- Proven knowledge of computing systems, including ERP platforms and enterprise-level administrative tools.
- Experience working in centrally funded institutions, central universities, or equivalent government higher education institutions.
- Direct involvement in digitalization and automation of administrative processes and services.
Deputation Criteria
For candidates applying through deputation, the following conditions apply:
- The candidate should be an officer in the Government of India, Public Sector Undertakings (PSUs), Centrally Funded Institutes, or Central Universities.
They must be:
- Holding an analogous post in Pay Level 14
OR - Having at least 3 years of regular service in Pay Level 13
OR - Eight years of experience serving as a Deputy Registrar at Pay Level 12 in centrally funded institutions or central universities will be considered an added advantage.
Deputation will be governed by applicable rules and may include a fixed tenure, with an option of extension based on performance and institutional requirements.
Salary and Benefits
The position of Registrar is offered at the following pay scale:
- Level-14 of the 7th Central Pay Commission (CPC) Pay Matrix:
₹1,44,200 – ₹2,18,200 per month
In addition to the basic pay, the Registrar is entitled to receive:
- Dearness Allowance (DA)
- House Rent Allowance (HRA) or on-campus accommodation (as per university rules)
- Transport Allowance (TA)
- Medical Facilities
- Pension or National Pension Scheme (NPS) benefits (as applicable)
- Leave Travel Concession (LTC)
- Any other benefits as admissible to central university employees.
The appointment will be governed by the GSV recruitment rules, and selected candidates will enjoy the privileges of a senior administrative post in a central university.
Selection Process
The selection for the post of Registrar will be based on the evaluation of qualifications, experience, and performance in the interview. The university may adopt the following process:

- Interview Process:
Shortlisted candidates will be called for an interview, where their credentials, professional achievements, leadership abilities, and knowledge of university administration will be assessed.- The interview may be in-person or online, based on circumstances.
- The final decision will rest with the Selection Committee, and recommendations will be made to the Competent Authority.
- Document Verification:
Original documents and certificates supporting educational qualifications, work experience, and age proof must be presented at the time of the interview or prior to final appointment. - Travel Reimbursement:
Outstation candidates called for interview will be eligible for reimbursement of travel expenses as per university rules. Travel claims must be supported by original travel documents.
